What happens when magical people fall in love in Sugar Sugar Rune?

One of the things that can be really confusing in the Sugar Sugar Rune anime and manga series by Moyoco Anno is the way that love works for the magical people in said show. What's wrong or what are the problems with this?
For starters, did you know that the Magical World's code is "The heart is yours to take. But you must not allow your own to be taken."?
This is in reference to how the magical people take the hearts of humans.
In fact, the Queen Selection Contest is based on this very concept - Queen Candidates Chocolat Meilleure / Kato and Vanilla Mieux / Ice have been tasked to get as many hearts as they can and the one who does will be declared the new queen of the Magical World.
Nothing negative or bad happens to humans when their hearts are taken. They just forget that they ever felt anything or any love or emotion for a particular moment or person. This implies that magical people can take a person's heart as many times as they want and there would be no lasting damage.
However, apparently, that's not at all the case with magical people. Apparently, they only have one heart and it would be very bad if it were to be taken, hence the code mentioned above. That sounds nice and all, except it doesn't make a lick of sense.
For an answer, let's take a look at Queen Candy and Cinnamon Meilleure, Vanilla and Chocolat's mothers.
Didn't those 2 fall in love? Or is it that they just entered into some meaningless, loveless relationship to have their kids?
Is it that no one ever falls in love in the Magical World even though there's a lot of talk about hearts and love and the like? How does all this work there?
And what happens if a magical person ends up falling in love because there's no way that hasn't happened before, right? That would just be unbelievable.
