How Come Chocolat Can't Clean Her Own Room In Sugar Sugar Rune?

In episode 4 of the Sugar Sugar Rune (#ad) anime and manga series by Moyoco Anno, Chocolat is too much of a brat to clean her own room. What’s wrong with that?
Seriously, why can’t Chocolat Meilleure / Kato clean her own room? Why does her own best friend have to be the one to do it for her?
Are we supposed to be amused that Kato can’t even clean her own room, that she’d rather let her best friend do it instead of doing it herself?
Vanilla Mieux / Ice is supposed to be her best friend, not her servant. Seriously, Chocolat was acting like such a brat in this scene. Vanilla asked for her help in cleaning her room, but Kato refused.
She even messed up the room further. She wasn’t even grateful that Ice was doing the work for her. Chocolat really came across as unlikable in this scene. What do you think about her actions?
